Advanced Disposal Services has provided solid waste collection and recycling services through a franchise agreement with the City of Lilburn since July 1, 2009. Waste Management, Inc., acquired Advanced Disposal on October 30, 2020. All residential properties in Lilburn receive weekly solid waste collection and disposal services from Waste Management. Weekly recycling and yard waste collection services are provided by Waste Management through a contract with Latham Home Sanitation Co., Inc. Latham proposed a significant increase in the monthly cost of these services; therefore, Waste Management will provide them beginning March 1, 2022. Waste Management is proposing an increase in monthly residential collection fees and monthly commercial collection fees due to changes in service provision as well as industry changes due, in part, to COVID.
The term of the original agreement was five years (July 1, 2009 – June 30, 2014) with renewal and amendment in 2012 for an additional three-year term (July 1, 2014 – June 30, 2017). The current five-year agreement expires on June 30, 2022. Staff recommends renewal and amendment of the franchise agreement for an additional five-year period (January 1, 2022 – December 31, 2026).
