Georgia Municipal Association Lease-Purchase Financing Lilburn Police/Courts

The city anticipates financing the Project through GMA’s Bricks and Mortar Program. The Bricks and Mortar program provides low cost financing whereby the city pays back the financing amount in monthly installments. 

Part of the process is to have a public hearing and a notice of sale of the property subject to very specific requirements. 

We must adopt a Resolution authorizing execution of final Lease Purchase documents.

Award of Bid – Lilburn Police Headquarters and Municipal Court

The City pre-qualified six (6) firms/contractors to provide site work and construction services for the above-referenced project. On April 19, 2018 the City received bids from five of the six pre-qualified contractors, with BM&K Construction being the lowest responsible bidder. After reviewing the bids, and verifying all bond requirements, the City staff recommends an award to BM&K Construction at a base bid of: $4,899,000.00 (four million eight hundred ninety nine thousand dollars).

Gwinnett Urban County Community Development Block Grant Program Resolution

The city participates in the CDBG program through an agreement with Gwinnett County. In order to continue participation, a formal majority vote of the City Council is required. The Mayor must also be authorized to execute, and the City Clerk to certify, Cooperation Agreements permitting the City to remain a member of the Gwinnett Urban County CDBG program.

We must adopt a Resolution authorizing such. Upon adoption, a copy of the Council’s authorization (agenda & minutes) has to be transmitted to the Gwinnett County Community Development Program.

City of Lilburn – Ordinance 2018-522 - Drive-thru or Service windows allowed at Package Store locations.

The Department of Revenue Chapter 560-2-3-03 allows for “drive-thru” or “service” windows to be located at Package Store locations within the City. At least one package store owner has made the request to install a drive-thru window at their location.  Proposed Ordinance requires compliance with overlay district and for the window to be covered by a canopy or roof structure.

Additional research in the City’s Zoning Ordinance was done and the only use with “stacking requirements” was a dry cleaner which required room for 3 cars.
