Understanding the Role of the Lilburn City Clerk

Joann Nguyen proudly serves as the City Clerk for the City of Lilburn. She holds the Georgia Certified Clerk designation and brings valuable experience to the role, having previously served as the appointed City Clerk for the City of Morgan.

The Office of the City Clerk is dedicated to providing professional, courteous service to elected officials, City staff, and—most importantly—the residents of Lilburn.

As the official record keeper for the City, the City Clerk plays a vital role in maintaining transparency and accountability in local government. Core responsibilities include:

  • Preparing and distributing City Council meeting agendas

  • Recording and archiving official meeting minutes

  • Maintaining City contracts, ordinances, resolutions, and agreements

  • Managing the City’s records retention and compliance program

The City Clerk’s Office is also responsible for safeguarding public access to official records and ensuring the City remains in full compliance with key state laws, including:

  • The Georgia Open Records Act

  • The Georgia Open Meetings Act

  • Municipal election laws

Additional services provided by the City Clerk’s Office include:

  • Filing and processing general liability claims

  • Publishing official notices and public meeting announcements

  • Serving as the qualifying officer for municipal elections

  • Codifying and updating the City Code of Ordinances

  • Providing notary and document certification services

Through diligent work and dedication, the City Clerk's Office helps ensure Lilburn’s government operates with transparency, efficiency, and integrity.
