Recap From the 12/8 Council Meeting
At the City Council Meeting on Monday, December 8, Mayor and Council approved several items on the agenda.
Two items involved amendments to the City Code:
- Chapter 62 – Taxation | Council adopted an update to reflect State Law Statute 40-1-116, which prohibits municipalities from levying taxes on motor carriers.
- Chapter 105 – Trees (Section 307, subsection (c)(3)) | Council approved a change from “property greater than one acre in size” to “property greater than five acres in size.” This amendment expands Code Enforcement’s authority to require the removal of unsightly or rotting felled trees and debris on residential properties.
Council also approved two administrative items:
- CIGNA Contract for 2026 Employee Benefits | Mayor and Council approved the annual contract with CIGNA for health, dental, and vision insurance for eligible employees.
- Defined Benefit Plan Update | Council approved updates to the recently adopted Defined Benefit Plan to allow eligible employees to use funds from their 401a to purchase additional years of service.

RecaP from the 12/10 Special Called DDA Meeting
The DDA held a special-called meeting on Wednesday, December 10. The work session featured a special presentation by a team of professionals interested in redeveloping the DDA-owned property at 57 Railroad Avenue. The DDA discussed the idea with the team; however, no decision was made on the proposed plan. There were two housekeeping items on the agenda, and both were approved unanimously.

Mayor's Town Hall Tonight, Monday 12/15
Please join us tonight, Monday, December 15, at 7 p.m. in The Preston Room on the first floor of City Hall for the Mayor’s Town Hall. The format has recently shifted to a more relaxed, fireside chat–style conversation, giving residents an opportunity to connect with Mayor Crist in an informal setting.
Guests are invited to write down their questions or comments on cards provided at the door to allow for anonymity.
And this week… there may even be a festive treat to enjoy!

Special Called Planning Commission Meeting
The Planning Commission will hold a Special Called meeting on Thursday, December 18th. The meeting is in place of the regularly scheduled meeting on December 25th. The meeting will be held in the Council Chambers at 7:00 p.m.

It's Chipper Week
Public Works will be driving the city’s chipper route this week. If you have limbs or logs for collection, please place them neatly by the curb before your service day.
Chipper Material Requirements:
- Items must be under 10 inches in diameter
- And no more than 24 inches in length
- Please stack everything neatly with cut ends facing the same direction.
Please note: Chipper Service is separate from regular yard waste collection. Yard waste is collected on your regular service day. Brown paper yard waste bags—available at most home improvement stores—are required, and Waste Management will collect up to ten (10) bags per week per residence.

Honoring Captain Rob Worley
At Monday night’s City Council Meeting, Mayor and Council recognized Captain Rob Worley, who will be retiring in January after an outstanding career in law enforcement.
Captain Worley began his service in 1989 with the Atlanta Police Department and joined the Lilburn Police Department in 1994. During his 32 years with Lilburn, he rose to the rank of Captain over the Operations Division, leading with professionalism, dedication, and unwavering commitment to the community.
We thank Captain Worley for his decades of service and wish him the very best in his well-earned retirement.

Board & Commission Meetings During the Holiday Season
The holiday season often impacts the city’s regularly scheduled public hearings for Boards & Commissions. To ensure business continues as needed, the city may call a Special Called Meeting when a regular meeting falls on a holiday or if a quorum cannot be achieved due to holiday conflicts. Any schedule adjustments will be announced in advance through the city’s usual communication channels. Please stay tuned for updates to remain informed about upcoming public hearings during the holidays.

First and Main Assemblage Update
Site development is now underway at the First Avenue and Main Street assemblage, a public-private partnership assembled by the Downtown Development Authority (DDA) to bring new investment and activity to Old Town.
Crews are preparing the 2.61-acre site for the future mixed-use development approved by Mayor and Council, which includes commercial space along Main Street and residential units along Velva Way.
Lewis Contracting Services began work in early November, and installation of underground storm utilities will begin in the coming days. Site development is expected to continue through mid-summer 2026.

Railroad Avenue Project Update: Porchline & the Parking Deck
Work continues to advance on The Porchline development and the new parking deck in Old Town Lilburn. Recent and upcoming activity includes:
- Ongoing work on the block walls around the elevator shaft
- Brick installation underway following last week’s deliveries
- Buildings expected to be fully dried in within the coming weeks
- Continued installation of windows and exterior siding
Crews are also continuing to test lighting throughout the deck. Photometric evaluations are being used to ensure the correct shields are ordered so that lighting does not impact nearby homes or businesses.
These activities will continue through next week, along with finalizing low-voltage design, determining camera locations, completing electrical work, and wrapping up punch-list tasks.
