[ARCHIVED] Lilburn Adopts Business Plan for Growth

The City of Lilburn now has a blueprint to help direct the city’s goals for economic development over the next decade.

A strategic business plan was developed through a partnership between the City of Lilburn and the Carl Vinson Institute of Government. The strategic business plan defines clear directional goals and accountability measures as well as a shared vision for the community.

"A strategic plan is required of any organization that desires to grow,” said Mayor Johnny Crist. “Without a plan, it is easy to get mired in the mundane and lose sight of the goal. I am so proud of our council, who has formulated a five-year strategic plan that will help focus our time, energy and money."

Through months of staff interviews, stakeholder work sessions and public meetings, a plan was created that draws on past experience and current economic realities.

“A successful economic development strategy requires a strong commitment from everyone––local leaders, private businesses and the community,” said Institute of Government Director Laura Meadows. “That commitment is demonstrated by the city’s five-year action plan developed during our work together.”

The city’s new vision statement is posted in the City Hall lobby: “We envision a vibrant city where businesses prosper, where safety is a lifestyle, and where friends share life together in a community that will span the generations.”

The following goals were outlined and are accompanied by a detailed five-year action plan:
• PROVIDE OPPORTUNITIES through our code and ordinance revisions for development and redevelopment that facilitates economic growth.• PROMOTE all the positive characteristics of Lilburn by communicating to the public what is attractive about our city and all the progressive activities taking place.
• FACILITATE decisions that effectively address the needs of the City of Lilburn through city leadership, City Council, and key staff. This includes taking an active role in residential, organizational and business retention as well as implementing this strategic business plan.• REINVEST our resources within the City of Lilburn to shape our budget process, purchase needed properties, redevelop neighborhoods, and support development including the effective utilization of general fund resources and the investment of tax dollars in target areas.

Five-Year Action Plan

The Carl Vinson Institute of Government is a Public Service and Outreach unit of the University of Georgia that conducts training, technical assistance and applied research to help state and local governments operate efficiently and effectively and provide improved service to the public.
