[ARCHIVED] Learn about Tax Allocation District

The public is invited to learn about and comment on a proposed Tax Allocation District in the City of Lilburn. A public hearing is scheduled for Tuesday, Dec. 16, at 6:30 p.m. at Lilburn City Hall, 76 Main St.

The Council conducted an initial public hearing on Dec. 8 for a revised Tax Allocation District (TAD) Redevelopment Plan and boundary map. A TAD Redevelopment Plan was approved in 2008, but the intended project never came to fruition due to the recession. The proposed new boundary map, which has a much smaller area of focus than the previous map, includes the area on Main Street in Old Town up to the former Jackson Creek Water Treatment Facility at the intersection of US 29 and Indian Trail Road. A TAD allows a community to create an area where new development helps support itself. Future taxes generated by the new development can be used for roads, infrastructure and other public improvements within the district to attract/support development, or to offer direct financial incentives to help make projects financially feasible. Existing property owners within and outside the TAD are unaffected – taxes do NOT increase unless values change. General fund taxes from properties within the TAD continue to be collected at the level that existed when the TAD was created.

The City Council plans to vote on the TAD at the Dec. 16 meeting.

The Lilburn City Council give notice that a public hearing on the date, time, and at the location as noted above are scheduled to consider and adopt the following:

NEW BUSINESS

Public Hearing: Amendment of City of Lilburn Redevelopment Plan; to amend the boundaries of the City of Lilburn Redevelopment Area; to dissolve City of Lilburn Tax Allocation District Number One; to create City of Lilburn Tax Allocation District Number 2; to designate the boundaries and to establish the tax increment base of Tax Allocation district Number Two; to establish the intent to finance, or issue and sell tax allocation bonds and such redevelopment bonds necessary to effectuate the redevelopment of the City of Lilburn Tax Allocation District Number Two and the Main Street and Old Town portions of the Redevelopment area. To authorize the City of Lilburn City Council and/or the City of Lilburn Downtown Development Authority to act as the Redevelopment Agency to implement the amended Redevelopment Plan pursuant to the Redevelopment Powers Law.
