Adoption of Budget

City Council approved the City of Lilburn Fiscal Year 2019/2020 budget ordinance. This follows a public hearing that was held on May 21, 2019 at Lilburn City Hall. The Fiscal Year 2019/2020 annual budgets for the City of Lilburn are $8,291,161 for General Fund, $75,000 for Confiscated Assets Fund, $1,377,000 for Capital Projects Fund, and $2,590,325 for Special Purpose Local Option Sales Tax (2017 SPLOST). 
The budget allows for a 4% COLA increase for all full-time employees. This increase makes the entry level salaries for officers of the Lilburn Police Department the highest in Gwinnett County. The Fiscal Year 2019/2020 budget is from July 1, 2019 to June 30, 2020. Vote: 3-0 

Auto Service Center at Plaza Las Americas

City Council approved the development of an auto/truck service center on the north side of the Plaza Las Americas mall. The site, located at 733 Pleasant Hill Road, is zoned Commercial (CB) within the US29 Commercial Overlay District. There was no objection from the public and the Change in Conditions was approved. Vote: 3-0

Additional vape shop regulations 

City Council approved an ordinance prohibiting new vape shops in the City of Lilburn. A second ordinance was also approved, adding regulations for vape and vape-related products and prohibiting the sale, manufacture, and distribution of synthetic cannabinoids, synthetic cathinones, and synthetic opiates. City Council had previously approved a moratorium on businesses selling alternative nicotine products to allow for proper discussion and research on the subject. Vote: 3-0

Commercial and residential parcels approved

City Council approved the rezoning of two land parcels on approximately 4.21+/- acres located at 5284 Lawrenceville Highway. The parcels, previously zoned Office Institutional (O/I) and R1 were rezoned Commercial (CB) and R2. Part of the acreage is an undeveloped residential parcel platted as part of the 1966 subdivision of Town & Country Estates. The applicant intends to combine the acreage and develop a new residential subdivision. Please refer to the attached full agenda packet for site plan and details. Vote: 3-0

Other Business

  • The following city events were announced; Lilburn Food Truck Tuesday taking place every Tuesday in June, Sprinkler Day each Wednesday in June, and Sparkle in the Park on July 4.
  • Several revisions were approved for the City of Lilburn Personnel Policies & Procedures Manual. Beginning in 2019, Veterans Day will be included on the approved holiday list for city employees. Additional revisions approved by City Council included the method used to compensate employees for holidays based upon the assigned work shift, and various minor revisions for clarification. Vote: 3-0
  • Council approved Ordinance #2019-537 regarding loitering and improper uses of public places. Vote: 3-0
  • City Council approved Ordinance #2019-536, prohibiting the commercial use and operation of electronic/shareable mobility devices in the City of Lilburn. Vote: 3-0
