Agenda Item 1 - Lilburn Geocache Placement Policy & Guidelines

The purpose of the proposed policy regulating geocache locations on property owned by the City of Lilburn is to provide guidelines, regulations, and records for each geocache and geocache location.  The document was modeled after the policy currently in place for Gwinnett County Parks & Recreation.

Agenda Item 2 - Commemorative Benches, Bicycle Racks, and Flag Poles Policy

The purpose of this policy is to identify opportunities and provide guidelines for those wanting to honor an individual or group connected to the City of Lilburn through signage on or near a bench, bicycle rack, or flag pole. This will help provide uniformity in the area of recognition throughout the city.

Agenda Item 3 - Appeal of Denial for Alcohol Server Permit – Jamie Talbot

Jamie Talbot applied for an Alcohol Serving Permit for RSSS, LLC/Haven Restaurant and Lounge on July 17, 2019.  After reviewing Ms. Talbot’s criminal record, the application was denied on August 14, 2019, during a hearing held at City Hall.

Ms. Talbot submitted a letter of appeal on August, 28, 2019, requesting to appeal the decision of denial made on August 14, 2019, for her Alcohol Serving Permit.

Agenda Item 4 - New Location for an Alcohol License – Mia’s Banquet Hall, LLC. - 4800 Lawrenceville Hwy, Ste. 9a, 9 & Y1 - Beer, Wine & Distilled Spirits

The Licensing & Revenue Manager received a new alcohol application for an event hall for beer, wine, and distilled spirits from Mia’s Banquet Hall LLC., located at 4800 Lawrenceville Hwy, Ste. 9a, 9 & Y1. The location meets all zoning requirements.  It is a new location and has never held an alcohol license.

Staff recommends the license be effective immediately upon approval of the city council and contingent upon receiving an occupational tax certificate.

Text amendments to the Lilburn Zoning Ordinance of 2011 to add or delete text, clarify or remove redundant language, provide consistency between codes, and add or amend sections in response to recommendations of staff and Planning Commission ( August 22, 2019).  Amendments to: Articles 4, 5, 6, 7 and 11 are proposed
