Agenda Item 1 - Advanced Disposal Recycling Rate Increase – Effective 1/1/20

Recycling costs have increased markedly due to several factors, to include: loss of Chinese exports, negative commodity prices, increased quality standards and higher capital costs. Advanced Disposal is requesting an increase of $0.36 per residential customer/per month effective 1/1/2020. Currently, the City has 3567 residential customers which equates to an increase of $7,705.00 (6 month period – 1/1/20 – 7/1/20) for the remainder of FY20. The City will add the actual cost (increase) to the residential tax bills for October/2020 and will recoup the up-front costs.

Agenda Item 2 - Ratification of Service Delivery Strategy Form 5 - Certification for Extension of Existing SDS and approval of SDS extension per Resolution 2019-07.

As negotiations with Gwinnett County continue, it is necessary to extend the Service Delivery Strategy adoption until February 28, 2020. An extension with the Department of Community Affairs allows the county and municipalities to remain under qualified status.

Motion to approve Resolution number 2019-07 enabling an extension of the Service Delivery Strategy deadline until February 28, 2020. In addition, motion to approve ratification of Form 5 – Certification for Extension of Existing SDS. Further, authorize mayor to execute Resolution and Form 5 on behalf of the City of Lilburn.
