Department Overview & Responsibilities

The Department of Financial Services is responsible for ensuring fiscal responsibility through the management of the City’s financial assets, including cash flow, investments, and disbursement operations. It oversees the City’s financial recordkeeping and reporting functions, ensuring compliance with applicable accounting laws, principles, and procedures. This department also coordinates the annual external audit process.

Financial Services handles the administrative functions of the bid procurement process and manages the City’s payroll operations.

This department leads the City’s budgeting process, which includes training departments on budget procedures, preparing and managing the Annual Operating and Capital Budget, and overseeing the Five-Year Capital Improvement Program. It ensures budgetary compliance and provides accurate financial analysis to support informed decision-making by City leadership.

Under the direction of the Mayor, City Council, and City Manager, Financial Services establishes the City’s millage rate, ensuring all statutory requirements are met. The department also manages property tax billing, collection, and delinquency processes in accordance with Gwinnett County’s appeals procedures.
