Text amendments to the Lilburn Zoning Ordinance of 2011 proposed to add a new use, add conditions of administrative approval for such use, and provide consistency between zoning and business licensing codes.  Text amendments proposed to Articles 6 and 7 are in response to recommendations of staff and Planning Commission, following public hearing January 23, 2020.  Public notice resulted in no public comments.

Agenda Item 1 - Amendment to Cooperation Agreement – City of Lilburn/Gwinnett County/Lilburn C.I.D.

The current Cooperation Agreement between the City of Lilburn, Gwinnett County and the Lilburn C.I.D. expires on July 1, 2020. This agreement is required by the Georgia Constitution and the Community Improvement Districts Act. Essentially, the agreement provides for the responsibilities (and limits) of each entity regarding public facilities within the District.

Agenda Item 2 - Authorization to purchase public art with Public Art Funds

The purpose of this agenda item is to request authorization to purchase public art using funds from the Public Art Fund. Button Art, Inc., is a nonprofit created to further the love of art in Gwinnett County. In honor of Gwinnett County’s 200th anniversary, the Button Art Sculpture project was established. Button Art will manage, create, and install 200 original life-sized Button Sculptures throughout Gwinnett County. Gwinnett cities have been invited to participate in the initiative by sponsoring a button for $8,000. Each button will feature original artwork that may be selected by the city, and the city may select the location of the button. With the sponsorship, we will receive an additional blank button with blackboard material for public engagement.

Agenda Item 3 - Resolution # 2020-04 – City of Lilburn property acquisition protocol

Resolution allows City Manager and/or designee to acquire by purchase or donation property necessary for various public purpose projects within the City (i.e. transportation). Resolution allows for donation or purchase without a formal appraisal regarding low fair market value properties.
